On DoT damage

It has always p*ssed me off when I drop someone into the 10%< health range and they roll dodge a DoT tick or put a Shield up. I can't be the one with a problem with this it's already "on/in" how do you roll out of the way of poison from an Arrow that already hit or stand behind a shield of magic that stop incoming attacks that still some how shields you from the damage you already took how with a shield in your veins this makes as much sense as when we could block ground attacks with little shields on our boot feed back please!
