Bug: Stealing and Stealth Bugs With Video.

I've seen 2 major issues with stealing and stealth in ESO. The first issue is the stealth eye closes and then immediately reopens. This seems to happens dozens of times per day trying to steal. The other major issue is getting caught even when hidden.
I attached a video showing a compilation of these over the past 2 weeks. In one case I even get caught stealing while hidden and remain hidden after.
