BUG with Stamina Recovery Glyphs? VR10-14 versus VR15

I compared some VR10-14 glyphs to some VR15 glyphs in Imperial City PTS. The numbers mostly make sense. It is a clear increase over the glyphs you can start wearing at VR10, but not overwhelmingly better. I have not looked at VR16 yet. The VR16 potency runes cost 10x as much and I do not have enough Tel Var stones on PTS, yet.

Some Examples, all purple:

Max Stamina =
613 at VR10-14
702 at VR15

Max Health =
674 at VR10-14,
772 at VR15

Weapon Damage =
123 at VR10-14
140 at VR15

But then we come to Stamina Recovery. Is this a bug?

Stamina Recovery =
153 at VR10-14
156 at VR15

Only 3 more stamina recovery? That cannot be right.

Also note that VR10-14 and VR15 glyphs are all still called "Monumental". Shouldn't the new glyph tiers have new names, to prevent confusion?

    It really should be at 173 in order to be consistent with the other increases the other glyphs received.

    It might be the part of ZOS plan that constist of crippling every form of stamina recovery?
    ZOS already nerfed stamina regen while blocking (which is unjustified ubernerf withour logical reasons and under false accusations of "tanking being boring") just because they hate tanks and their favourite class are NB
    (if you think otherwise then try watching any ZOS gameplay video and find any real tank in there in between everyone dpsing and video clip edits).

    I agree, that there should be number consistency. A 3 stamina regen makes no sense when skill costs 1000 stamina +
