Border regions

There are tons of blank spots on the map. Wish there were more PvP/ PvP wast regions where you can actually encounter other player factions. Like regions shared by 2 opposing factions. Not quite like the campaigns like Cyrodil. More so where you have a smaller chance to run into enemy faction players. To fight NPCs of the opposing faction occasionally groups of PCs.
Option to use disguises (you become non-hostile to the opposing faction's guards), quests like disrupting supply lines, establishing camps. Kind of war zones but with more of a PvE edge with occassional PvP opportunity.

Dunno, just brainstorming here.
