Probably because a group of 10+ people with camo hunter will instakill everything in Imperial City^^

That is prolly the case, instead of trying to fix Camo and maybe only make it work on MELEE attacks or whatsoever, they just think its best to put a freaking cooldown in which completely eliminates the purpose of 4/15% chance of activating it...
Making it Melee attack only would eliminate OP snipe combos with the chance to proc Camo..
