Can we add V16 mats to the writs and hirelings?

I have not done a lot of experimentation on the PTS. However it seems like the mats that come from hirelings and writs are not scaling to V16. Can someone confirm or deny if this is the case? I think adding V15-16 mats and items to the writs will go a long way to ease the grinding related to these new crafting levels.
