No, whether you have 100 or 500 Ult, and whether your ult cost 50 ult or 500ult, all of it will be depleted.
You cannot cast ultimate multiple times no matter how little it costs. It's just showing you how much you have. It would be beneficial if you have an ult on your secondary bar which costs twice as much as the one on your primary bar. That way when you see you've hit 200%, you can quickly swap to the second bar and cast that ult without having to constantly switch to see if you have enough to cast it.
We used to have some Ultimates that scaled up based on the extra Ultimate you may have built up. Now it's pretty much only Overload that does this, and it does not scale up, just lets you use up as much Ultimate as you have Built up.

thats not 100% true.
Overload from sorcs does exactly that. its has a rather low cost and can be spammed several times so a sorc gathering the maximum amount of ulti has a significant advantage over a sorc just able to activate it.
beside that ulti you´re right they are not able to be used multiple times as the pool is depleted entirely by them.
