ESO Client stops responding sometimes near the docks/wayshrine of Daggerfall

Does not happen all the time, but on some occasions, the client stops responding when near the docks/wayshrine of Daggerfall. The screen freezes up but the music keeps playing, can't alt-f4 close, must ctrl alt delete to access task manager, and under task manager, says program not responding and have to force close. Only happens in Daggerfall when near the docks/shrine.
