I really hope not. Secondary effects that are based on values already being reduced are already effectively auto-nerfed due to that initial reduction. Changing the ratio of dmg to healing (Puncturing Sweep, Strife morphs) or the ratio of mitigation to damage (Blazing Shield) would make these skills disproportionately adjusted to such an extent that they would be truly horrid in PvP.

LOL were you the one spamming it at my Sorc 100 times in a row last night? But yeah, my magicka NB won't like this. And if this hold true for other classes, neither will my magicka Templarwell after doing a lot with swallow soul last night I can confirm the heal portion of it is terrible now in live it hits as hard if not harder than rapid regen (depending on crits). On PTS however it is terrible and needs addressing. So I'm gonna assume blazing shield and others will be similarly affected.
I think its stacking like this I will do further testing to confirm.
LIVE= funnel health 1000 dmg=250 heal
PTS funnel heath-50% 500 damage= 125 heal-50%=62 heal so as you can see the healing is reduced twice and makes off healing on a nb terrible. admittedly these are just example numbers for easy math to demonstrate why I am seeing drastically reduced healing effectiveness. This 75% reduction in healing makes the pvp aspect of imp city as a nb healer very tricky and means my friends are already asking for a templar healer which is a shame as I have healed sanctum and vdsa with this build but it seems no longer viable for the content in the new dlc.

Some abilities are effected by the intended changes, some aren't (for example, Flying Blade). Some may be getting double nerfed. It's kind of all over the place atm as far as what players are reporting.Is that me, or healing ward don't have this two-in-one penalty ? I can still have a very strong shield and a full heal.
And I agree, no ability (outside healing ward perhaps) should have two penalties at the same time. Healing based on damage and damage based on shield should have the first penalty but not the second.
Yeah, nerfing abilities by 75% couldn't have been the intention, yet a lot of people wrote about this before IC went on the PTS, I guess ZOS just wants to "wait and see".
Jesus beam is still crazy powerful despite nerfs, but blazing shields is pretty crap now I have discovered, so much so that I will probably take it off my bar and retire it. Poor Templars.
As for the NB, poor NBs, there survivability has taken a huge hit, and are even worse at surviving now. I am killing NBs so easily in IC, and the only way I can fight effectively with my NB is by ganking, but if they fight back and I don't get away, I have literally no chance, unless they are a NB themselves.

You get more executes off on people to keep them low health. A nightblade the 2nd day got like 6 executes off on me before I was able to heal out of it while blocking and a little bit of help from a friend.
