Does Meteor count as a mage guild ability to grand empower? also it says chance of granting Empower which increases the damage of your next attack, is this ANY attack IE a bow snipe?

I just started messing with this skill line and I have confusion on what is considered an attack. Through add-ons I can see when it is toggled on and when it toggles of. If I use a weapon attack the icon disappears but if I use something like puncturing strikes the icon continues to be shown. So what is an attack according to this skill? My puncturing strikes do more damage as I get the empower buff but I can't tell if any of the strikes get the damage boost.

From my experience with the empower buff. It increases any attack cast within 5 seconds by 20% meaning light/heavy attacks, skills and my favorite use of it ultimates. I always try and work any of my ultimate uses with the empower buff to increase its damage. Idk, why your buff tracker still shows the buff. Possibly a bug by chance. I just know according to my ftc combat scrolling text all my attacks/skills/ultimates I use after empower buff is significantly increased. It's easy to test. Just go find a npc enemy a few levels under you and test it out. You will definitely have to test the attack/skill in question multiple times to get a base line read of damage to account for critical hits and such.

My current understanding of Empower is that it is not consumed by DoTs. Puncturing sweep is a DoT as its damage is reduced if the defender has Thick Skinned and you cannot proc Nerien'eth.
