I get this error A LOT when trying to send guild invites from the area participants list. Any idea what this is about? I occasionally get a message about how the person must leave a guild before accepting my invite so I don't think it has anything to do with the person being in too many guilds already. I get this message every 2nd or 3rd person I send an invite too.
