Vengeance Leech set availability and levels?

So I'm looking for a v1 version of the Dominion/Pact/Covenant axes/beads for the 3-piece Vengeance Leech set. Eso Academy shows that this set exists from v1-v14, but the vendors in Cyro that I've visited only seem to sell the axes at v10 and v12, and none of them seem to sell the beads. Where do I go (if it's possible) to pick up the items for a v1 version of this set?

✭Minimum level for Vengence Leech is VR10, max is VR14, as purchased from the PvP vendors in Cyrodiil. Although, you might could get lucky and get it in a lower level from some of the random AP bags.Edited by Akavir_Sentinel on July 23, 2015 3:42AM -

✭Just an FYI, don't worry about this set. Last I heard it didn't work at all, even though it barely restored anything at all in the first place. They stopped a PvP set from working... in PvP.
I use it for grinding in PvE and it works very well. -

You can triple dip using one of three other sets in conjunction with it as well. -

ESO Academy has it to VR1 as it is possible to get it in a PVP bag, although quite rare. I am working on a better sets section with much more info about acquiring all the sets as well.
