Was the minimum scale of the 2 IC dungeons mentioned?

So if a lvl 10 group goes to Cyrodiil, then to IC, then to either White Gold dungeon or Sewers dungeon, will it scale at level 10?
Was a minimum level scale announced for the new dungeons?

✭✭✭✭✭They haven't specifically stated the dungeons' minimum level, but according to the launch details "All content is available to players that are level 10 and up".
