Was the minimum scale of the 2 IC dungeons mentioned?

So if a lvl 10 group goes to Cyrodiil, then to IC, then to either White Gold dungeon or Sewers dungeon, will it scale at level 10?

Was a minimum level scale announced for the new dungeons?

    They haven't specifically stated the dungeons' minimum level, but according to the launch details "All content is available to players that are level 10 and up". I am therefore assuming yes, Level 10 is the minimum level for the two new dungeons.
