Stealth Nerf to Enchantents?

After being away a couple of days, when I logged into the game on Tuesday and started checking over my characters, I have noticed something very, very strange.

Have enchantments on Weapons been stealth nerfed?

For example. On weapons that were 240 weapon enchant, they are now 226.

On a V14 staff, that should have a 570 weapon enchant, it is now 565. (Infused trait). The glyph I used on it initially was a Kuta, with a 490 enchant x 17% = 571.. Suddenly, I am finding that my staff has 514 frost damage on it, which would be consistent with a purple glyph with the 17% infused, but I never created it with a purple glyph, I used a yellow legendary glyph.

I also have proof of this happening. Within the last couple of days alone.

If you notice, On July 19th, my weapons were the following.. this was just after another previous stealth nerf.

BladeThirst - 226 enchant
Dwarven Mace of Frost - 257 enchant
Prismatic Blade - 659 enchant

On July 20th they were then:

BladeThirst - 222 enchant
Dwarven Mace of Frost - 252 enchant
Prismatic Blade - 646 enchant

On July 21st they were:

BladeThirst - 220 enchant
Dwarven Mace of Frost - 250 enchant
Prismatic Blade - 640 enchant

Last Tuesday, July 14th these weapons had the following enchantments: Wish I had a screenshot of them.
BladeThirst : 240 enchant
Dwarven Mace of Frost: 260
Prismatic Blade: 679

I have not changed any of my armor in all this time. I have actually been making a point of NOT changing my armor until I find something I like better and until this is resolved now. I have created a ticket for this which is now being looked into.

I have also been playing this game since early Beta, and I've never seen enchantments on weapons change when my armor rating decreases due to it needing repair. It has always been stable. But whatever is happening here, is happening to all my characters and affecting my V14 characters DPS.

What is going on ZOS? Are you nerfing enchantments because you are not adding any new runestones to deal with the level V15-V16 Armor?

While the difference might only be between 10+ points, but I am hoping this a bug and not a stealth nerf which you have been doing far, far too often.

Curious. I'm going to have to fire up the game real quick and see if any of mine have changed.

Just checked. The strength on all of my enchants on armor and weapons are still the same.

We are getting new and higher level runestones by the way. The new potency runes were clearly visible on the NPC trader in Imperial City.

So the question is, if all your enchantments are the same, why are the ones on all of my characters changing?

I don't know. Maybe yours are bugged or maybe it only applied to certain enchants. All of my armor that had +700 max health, still have +700 max health. All of my weapons that do 500 poison damage, or 1000 unresistible damage, still have the same strength as they did before the patch.

That's the strange thing. This started happening a few days before the latest patch. I first noticed the difference on Saturday and then there was a further change today.
