Yeah, some builds can easily solo dolmens at a higher level than them.
I am not sure that was ever intended, but if it was, it's a mistake - they should be group content and they should stand a good chance of leaving you picking your teeth up off the floor if you go in unprepared. Same with world bosses IMO.

Dynamic Spawns. Spawn 5 enemies for every person in the anchor vicinity or engaged in combat. Although I can see that being exploited. I remember the rifts in Rift and I had so much fun doing those, for the challenge. But that was years ago.
When I did the one on the island in Greenshade, there were only 2 of us at comparable levels. It was rough, and I was proud of it when we finished.
They are perhaps too easy but I still see them as one of the best parts of the game, just because of the lore and its connection to Oblivion and other games in the series.
