Returning player...game is asking me to choose a monthly fee?

Greetings, so I decided to reinstall TESO to check improvements, etc, logged back into my old account and a "manage subscription" message popped up, I clicked on it and it's giving me subscription fee options, the usual 8.99. 7.99. 6.99 plans. WTF? Hasn't this game gone F2P? Is there something I'm missing here? Thanks to anyone who wants to shed some light on this!
