Need help with a quest bug in Shadowfen

Hello, I am an AD player currently completing all the Cadwell's Silver quests. I am currently working on the Loriasel objective under Shadowfen, and was sent to Loriasel in Shadowfen after the hatching pools.

I accepted "The Dominion's Alchemist" quest once I arrived, but because of a problem activating one of the keystones (it didn't let me activate it even after relogging and the quest marker still showed that I needed to activate it), I abandoned the quest. It turns out that now I can't find the quest giver for The Dominion's Alchemist even after checking Loriasen and the Hatching Pools, so I can't finish the Shadowfen portion of Cadwell's Silver.

I have completed all the pre-requisite quests before "The Dominion's Alchemist" so I am pretty sure it's not a pre-req quest issue. Any help would be appreciated!

The Dominion's Alchemist should be given by Gerent Nuleen-Malem, who is southeast of Loriasel, southwest of Slaver Camp and northeast of Loriasel Wayshrine. He is the quest giver by the junction on this map: http://esomap.uesp.net/?centeron=Loriasel&world=Shadowfen
