[PS4 NA] Glenubra Ritual Destruction Quest

Cleaning up my map and I cannot seem to complete Ritual Destruction which I thought I completed. Unravel the mystery of Daggerfall, Remove Angof's corruption from the Wyrd tree, and Defeat Angof the Gravesinger are all checked off except for Lead The Effort to Retake Camlorn... There is a blacked out arrow in front of the Cramlorn gate, but it won't let me in. I tried going around, and I can't find the arrow. The quest is no longer active in my quest menu either. Any suggestions?
Maybe someone could re-share it to me?
I wish you could just rest a quest.
