What is the Cape-like cloth with the alliance symbol over people's armor?

I'm just gonna play really dumb here and ask. I see people with a cloth type of Cape (idk how else to describe it) over their armor on the front chest and back. What are these called and how could I get one? Is it just a pvp reward?

Tolmos✭✭✭✭It might be a Tabard that you can buy off your guild store. I've seen one for sale on my guild store for like 2,000 gold but never got one. Guessing that might be it?0
