Do skills level just as quickly while doing vet ranks?

I know xp works a little differently so I wasn't sure. Im nearling level 50, and as a healing Templar, my other trees are slightly higher level since I've ben soloing quests. I just assumed once I had everything I wanted maxed, I can finish off my resto line which isn't far behind,

It should actually level faster. XP for vet levels (monster and quest) are higher than pre-50.

They can level a bit quicker since you get more experience in Vet Ranks. It is not as fast as it used to be.

You can level up a skill line pretty quickly while in the Vet Ranks. I've leveled up Bow and Sword and Shield to 50 on my vet char after just a couple days of playing. I decided to try dual wield and got it up to like 28 in about a day, so, you can level up a skill line that you want to try, yes.
