Corporal Adel keeps despawning when I get near him

European server, alliance is Ebonheart Pact.
I'm in Glenumbra (Silver Veteran Area in Daggerfall Covenant, and there is a quest that starts right next to the north hag fen wayshrine.
The quest giver, Corporal Adel, keeps vanishing when I get close to him and then moving to somewhere on the other side of the wayshrine. When I go to him over there, he vanishes again and moves back to where he started.
If this keeps happening, then I won't be able to start the quest, and that really *** me off.
Can someone at Zenimax please do something about this?
UPDATE: I was able to obtain the quest from Corporal Adel next to the Burial Tombs Wayshrine. I mean, it seems to be working properly there, but the problem should still be found and dealt with. If there are supposed to be multiple places for this NPC to be, all of them should work properly.
