Can't get past eula

Hi,
I fresh installed my pc and ESO. But the game crashes if i accept the eula. I tried the repair option and reinstalled the game, nothing works

Ranique✭✭✭✭are you running the game as administrator?? (eso.exe, not the loader).

I dont think btw the issue have anything to do with the EULA itself. It likely has to do with the next step in the loading process (loading the character selectscreen if I'm not mistaken). that is causing the crash. cause the game crashes, it also doesnt update the usersettings.txt that you have read the EULA and will present your with it to accept untill you reach the character select screen succesfully.
