Do any of you currently have any way of receiving a notification that a sever is back up after a patch update . . . Pop-Up, Text, e-mail, etc.

Yes. It's called constantly checking the launcher + forums every 2 minutes. At least if you have an unhealthy addiction like me and have nothing better to do with your life :P

On PC launcher, there is Realm Status at the top of the news part. If it's red, it's offline.

Epona was a Romano-Celtic goddess dating back to around 1800 to 2000 years before computer games were invented.

    Sorry that I didn't make myself clear enough for a response . . .

I was wondering if one of the "experts" have come up with a way to receive a text, e-mail, or pop-up to notify when a server has completed updating and the game is available for play?

I know how to MANUALLY spam the forum or the launcher. I am looking for something to AUTOMATICALLY notify me.

As you can see, there isn't. But it would be an awesome feature for that phone app they're developing. The ability to check server status and to have it notify me via Push when the maintenance/patch/update is ready to be downloaded would be awesome.

You can follow @TESOnline on Twitter, the official Twitter account for the game, and then "follow" again for push notifications to your phone. Everytime TESOnline tweets a stand-alone tweet - no replies - your phone gets a notification. That's how I keep up.
Been there, got the Molag Bal polymorph.
