Question about tempers, tanins, and resin upgrades

Does the upgrade reduce the amount of the item to reach 100%, or does it just increase the chance of succeeding you have less than 100%.

Like, it requires 5 honing stones to upgrade from white to green with 100% success rate. Will upgrading these passives reduce the number required (effectively increasing the effective rate for each item), or does it only decrease your chance of failure?

    It makes it so you need less for 100%. Like, instead of 5 for 100%, its like 2 or 3.
