If you fail a quest, can you redo it?

I failed a quest because I logged out of my character before I completed the quest... It was in Windhelm...

    Actually I don't think there really is such thing as failing a quest in ESO.
    I've died mid dungeon/quest before and just went back and gave it another go.

    Failure is not an option
