They were pretty clear. While it is a long term goal to remove vet ranks they cannot let the game stagnate another year while they figure it out. So they added the two new vet ranks for a temporary "level increase" to go along with the new zones coming out. People like myself want new levels so we can get new gear etc. Otherwise its just a new zone with nothing to work for.

Then maybe you should stick to single player RPGs. MMOs dont work like that. When I say work towards you know exactly what I mean. Earn more xp get higher level and get better gear. What MMO in the world never raises the level cap?

Its an absolute embarrassment that this game has had ZERO new content for..8-10 months now, and that was not enough time to fix your game and remove VR (which caused a mass exodus on PC and will on console too) from your game.
Force weapon swap to have priority over EVERYTHING. Close enough.
Make stamina builds even with magicka builds.
    Disable abilities while holding block.
Give us a REASON to do dungeons more than once.
Remove PVP AoE CAP. It is ruining Cyrodiil.
Fix/Remove Forward Camps. They are ruining Cyrodiil.
Impenetrability needs to REDUCE CRIT DAMAGE. Not negate entire builds.

The thing is, people want to be able to do end game PvE content and/or be competitive in PvP (or at least not get constantly slaughtered) and in order to really do those activities well you need to be V14...and now V16. That frustrates a lot of people who are not in this for the questing. To them it feels like they are being tortured for months just to get to the part of the game they are actually interested in playing.

Leveling two more VRs won't be a big deal and most of your gear will still be fine, at least for PvP. You might want to upgrade your weapons but that's about it.

Its not about "just getting two more levels". Its about that fact that we have been told this terrible VR system was being removed for 8 months and now they are raising them again, solidifying the fact that we are no where close to having it expunged. All these console players they tried so hard to get will be dropping like flies soon when they hit VR, just like on PC.

Ummmm.... in Skyrim gear had no levels... it was your skill level and quality that defined the armors ability. That is why so many people (not me) are upset if Skyrim had leveled armor then they would not be complaining as much. In skyrim you could play in Iron (level 3) armor at level 70 and still be fine.

Is this your first MMORPG? I think it is. I am sorry you had to find out this way, but eventually you need new gear.

Good grief. Why do you want things to stay static?

Why are you so afraid of new things to acquire, more to do?

What do you think the result would be if nothing ever gets added and no more character progression would occur?

"I can't even" comes to mind.

You'll do the same farming for the new gear and levels, and (if you use your head), you'll enjoy the new content while doing it. This isn't a slave camp. The new content is optional. Do it if you want more fun and adventure.

Ironically, your post could have been applied to the whole game. "Oh no there are all these things to do?! I don't want to do them!"

Heck, I heard so much negative hype about vet levels, and now that I've hit them, I see nothing but a cool, new extension of leveling and more progression to work through while I continue questing and dungeon-running.

Some of the players here make everything seem horrible.

There should always be some future window or goal you are looking toward, even if it takes a long time to get there. It adds some progression and purpose to things you might otherwise be doing without any reward in sight.

Two things (the last of which is an assumption that directly tries to answer the OP):
    1) Since the amount of xp per VR level will decrease to 850k, VR14s will automatically become VR16 so no grind there;
    2) The imperial city update will bring new sets and an additional tier of mats, hence the need for two more levels.

It doesn't negate the fact that the complete removal of the VR system is long over due and that the Undaunted Sets/Trial gear probably won't scale up

Having a game mechanic or system where you could take you VK vr14 helm with the perfect combo of traits/weight and just upgrade to vr16? Pfff. What is an ESO experience without the mind-numbing and artificial gimmicks to extend said gaming experience?

What MMO raised the cap three times in less than two years? With a major gameplay overhaul in between, adding up to four replacements of endgame gear in total?

Try DCUO... every three months with new DLC or 'tier', required gear replacement because that's how you leveled your character- through gear. With DCUO, it was also, grind the exact same mission over and over and over again just to gain currency to buy vendor gear or pray for a gear drop,... at least ESO gives you options in gaining XP and doesn't tie your leveling to your gear upgrades.

I swear, I've never heard of anyone who wanted to reach the top and that's it... no progression, just content, but no improvements to gear, etc. Wow... just... wow. See how long that keeps the majority of people interested- with nothing to work towards. This is why MMOs increase levels and expand gear constantly... because it keeps giving people things to work towards; a game that reaches the top and stops progressing is called a 'single player game'.

If changed into regular levels v14=63; v16=65
    If changed to 2 regular levels per vr v14= 76; v16= 80

They've commited to the removal of vet ranks publicly so many times, even going as far as giving us a road map for how it was going to happen. You can't do a complete 180 like this and expect your long time fans to be content. Outrage is completely permitted and ZOs brings it on themselves. Generally I'm the one defending them, but I just can't defend them on this decision; and it seems a huge chunk of their most loyal fans feel the same way I do. The list of names coming out agaqinst this decision is growing and ZOS has a mess on their hands bigger than we've seen before. This may just be the straw that breaks the camel's back.

Remember when people would rejoice when they heard the level cap was going up? lol

Which was primarily due to the fact that there was content to play through and new exciting gear to acquire coming along with the cap raise. People are now forced to spend time in the same old places doing the same old stuff acquiring gear -- the same old gear, basically, only two VRs higher -- for the sole benefit of keeping up with eachother.

You seem sorely misinformed. The additional vet ranks are coming with the Imperial City, which is HUGE and has something like 20+ new gear sets accompanying it. I'm completely against the new incoming level cap but please don't spread such misinformation.

TSW doesn't even have levels. Levels are not "real progression". You don't need levels to progress your character or make them stronger. Leveling up itself is not meaningful progression. It's the things that tend to come along with additional levels that really progress your characters or your skill as a player. 1-50 is true progression; Veteran ranks are not. During the 1-50 experience you're learning your class, what works and what doesn't, unlocking new abilities, morphing abilities, shaping your build and playstyle, etc; That is progression. Even simply learning/completing difficult content can be considered progression, not for your character but for you as a player. There comes a certain point in ESO where your build, gear, playstyle doesn't change and your abilities as a player are not challenged; this is the definition of stagnation. You don't need new levels for progression, you just need new things to work towards such as that new piece of unique gear or completing that awesome gear set.

Levels often lead us to these things but levels themselves are not progression and are not required for adding additional ways to progress your character or your skill level as a player. Difficult content, new and unique items, titles or achievements to work towards, that is true progression and it does not require a level increase.

TSW does have levels it's just hidden. They use your highest weapon skill level to rate you against mobs.

"Removing vr levels has become a long term goal." Long term to me can be anything from 1 to 20 years. It seems strange to work on removing something by increasing it. CP was supposed to be the replacement.
