I also only ever found 3 from deconing all my drops. :v Then I see people with 30+ of them.

They start dropping in reasonable numbers from containers after you get to your Gold zones, the VR6 to VR10 areas. Before that you will only get them from deconstructing Daedric gear and weapons.

I am still vexed that killing daedra has no chance at all of dropping those hearts... would be neat if they dropped them, say, 1% of daedra kills...

But as has been mentioned, you'll start finding them in gold area containers, or get them from hirelings.

Urns, mostly from urns. IN your gold zone, farming any Daedra/undead delves with tons of urns yields results.

Usually you get there when you're around VR5.
