Check your browser extensions. It might be being unintentionally blocked by something like AdBlock, NoScript, an element blocker like YARIP, or so on. It's worth investigating. Gear icons usually are used for general settings or options, which at least for my twisted brain pretty well signifies things like post edit. What I try to say is, it works for some and don't work for others. As usual, there won't be a solution satisfactory for all and everyone. Chalk it down to learning experience or something, that's what I do if I am in such a situation.

If you make a dedicated button for each function, these crowd the posts unnecessarily. A pull down menu is the best choice to prevent such and should be inclusive. Pull down menus are generally bad practice. They're hard for people using screen readers. Although in this case I doubt many blind people are using the forum for a game that requires sight. As a general rule though it's considered best practice to avoid them.

The fact that stuff (such as ratings options, quote, edit etc.) disappears when you are not mousing over a post makes this site an utter pita to use on a touchscreen tablet - fair drives me up the wall.
