✭✭✭✭✭Just do the quests you will get there or close to it. If you have ESO Plus, you will hit VR14 at the end of Caldwell's Gold.
As for mob grinding, just google ESO Leveling 1 to 50 and the grind spots for the leveling zones are there for the Silver and Gold zones too, just with VR Ranked Mobs.
Once you get to VR10, then Cyrodiil becomes an option for grinding on mobs in Delves.Enjoy the game, life is what you really want to be worried about.
