✭✭The best places to farm runes is the starter areas in your alliance:
Ebonheart Pact: Bleakrock Isle/Bal Foyen (personally, I prefer Bal Foyen)
Aldmeri Dominion: Khenarthi's Roost
Daggerfall Covenant: Stros M'Kai/Beatnikh
For glyphs, I believe that zombies/bloodfiends are good sources, but someone else can chime in on that, as I don't really farm glyphs.0
