✭✭✭✭✭Assuming you mean the challenges for "Akatosh's Scales Gold", those are achievements for completing Veteran Group Dungeons within a certain time limit (either 20 or 30 minutes, as detailed in the individual achievements).
In Cyrodiil, all players below Level 50 are "battle-levelled", which alters their stats (health, magicka, stamina, weapon damage, spell damage, armour, spell resist, etc) to be similar to that of a Veteran Rank 14 player. This means that low level players have a chance against high level players based on the player's skill at PvP rather than just their stats. Note however that a lower level player will not have the skills and abilities that a higher level player does. Players between Veteran Rank 1 and Rank 13 are not battle-levelled currently, but will be after Update 7.
Fighters Guild progression is based on killing undead and daedra. Crypts, graveyards, some delves, and dark anchor dolmens are the best place to find these.
