Once I delete my first character will my horse digital bonus be unlocked or is it a one time thing?

Horses should be available on all of your characters forever.

They belong to your acct.

I don't know how it works with crown store content but horses that you buy in game are available to all characters on a server, if you switch servers the horse doesn't carry over.

Crown horses are also limited by server.

It did for me but I got in game mail on the other server about it, saying something about expiring within 30 days so I assume that's the window for getting the scuttler on both servers.

I'd generally recommend creating a second character using a second slot before deleting the first character. That way any account-wide items can be transferred from the first character into the shared bank account before the character is deleted. I've no idea whether items survive in the bank when the only character has been deleted, and frankly I wouldn't want to take the chance of finding out.
