Slow/freeze/glitch at Skywatch stables?

I notice that for some of my toons being near the stables in Skywatch sends my frame rates down into the 20s or less (normally closer to 60). Anyone else see this problem? Also, walking or riding down the steps from Skywatch toward the stables causes the load screen (the one with the big picture you see while your toon is loading) to come up for a second, then farther down the steps or just out on the road the game freezes for a second or two. This is all worse with MiniMap enabled but even with that addon turned off it still happens.
