Can't find priest for werewolf cure

I got werewolf early, and maxed it out to 10 for the achievement. Bad idea, because now I can't cure it. Do I need to progress in the storyline for someone to spawn at the reapers march mages guild? People say go inside downstairs, but downstairs is just.. an open area outside.. since the mages guild is on stilts. At least the one in Rawl'Lha where everyone is telling me to go. Just need someone to point me in the right direction. Please.

For Aldermi Dominion:
In Reaper's March: go to the town of "Rawl'kha".
Go the the mage's guild, but Not where the icon is on the map. The icon on the map for the mage's guild is an outdoor area. There is a Big temple on the far right of the town, near the icon. There are 3 doors:One of the door' display's mages guild. Go inside and go downstairs, straight to the back. Talk to Prelate Sabinus. 640 gold to rid of werewolf. For me at least.
