Tutorial Skipped [Unable to Continuing]

My friend and I got the game on launch and we played through the tutorial. Well he somehow skipped the tutorial according to the game and it now won't let him do any of the campaign quests. He can do some side missions but campaign is blocked for him. Says he has to go to the Whaling Prison to talk to the profit but he is in Tamriel now and can't go back to the prison. This happened after the first server crash and login issues. He doesn't want to start a new character because he is level 9 almost 10 and doesn't want to start over again. If someone could please help him it would be appreciated.
