Map packs are gone! ESO please help... Restore them?

I suppose this is ignorance on my part but please help if you can anyway. My maps and consumables are gone from the preorder I got. My crowns weren't showing up for the ESO Plus, so I deleted my character thinking I had to relogin and create a new one since I bought the ESO Plus after I made the character. That still didn't work, but all my maps are gone. Can you please restore them, in any way...
