Dual wield NB questions

I have two question regarding nb dual daggers i am leveling now.
1. Seems that full stamina builds are the way to go, BUT many skills i use, such as ambush, surprise attack, mark, sap etc, cost magicka. So i find myself out of magicka Very often as a low lvl. So, how to manage this? Endgame players have this problem? Should i go dunmer instead of bosmer? Wear two pieces of light?
2. The passive from bosmer, that gives 9% more dmg from stealth, works for ambush and surprise attack? Or only weapon?

All Classabilities cost magicka at the beginning yes, but you level it and then you can morph them. Some then are stamina abilities.
