How to weapon swap on Xbox One?

I have no idea how to weapon swap! It says press left on the d-pad but it's not working! Do you now how?

I believe left is just to put away weapon, I thought you'd have to into inventory then Hand / spare hand. Don't think there's a quicker way

I discovered weapon swapping isn't available until level 15. That's definitely something ESO should have mentioned somewhere in the tutorial.

You need to unlock it by reaching level 15 with your character ...
