I'm on this quest and I have to talk to Shaali Kulun but he's not even there.... Like there isn't even any npc's around... I'm pretty sure it's a bug

She should be exactly where she was when you picked up the quest to start with. If she's not, and particularly if you're on console, it's probably this bug:
