Console: Can't become emperor bug?

So I wanted to get a jump start on PvP when the console version came out and was hoping I would be able to get emperor at some point seeing as I was unable to do that on PC. Hours later we took all 6 keeps surrounding the imperial city and I was at the top of the leaderboard for our alliance but I never got the message/skill line that I had gotten it. Is there something I missed like ZoS delaying when you could become emp or is this a bug? Any comments/info is appreciated!
