If you watched the last ESO Live, they specifically stated that they would do a staggered launch. From what they said, only people on the EST time zone would get in at 12:01 AM EST and as time passes, each time zone would get in as 12:01am hit in their respective time zone.
But what actually happened as you know is completely different. It just seems strange that with code's not being issued until late and now this, does ZOS have a good handle on what is going on? Perhaps, it was a severe issue of mis communication, but it was Gina on ESO Live that stated the staggered launch, which for me was fine because I am on the West Coast and if it meant I could log in without major issues it would be great, but as it turned out that is not what is happening.
It just seems like ZOS is having a ton of issues with communication or issues in dealing with MS and Sony on the timing of things. Let's just hope this get sorted out quickly, because come tomorrow morning when retailers open up for the physical copies, if they still are having login issues, it will become very bad and very bad PR for ZOS. ZOS and the community needs this game to be a big success and I for one am hoping it is, but the last week or so has shaken my confidence and how the game released tonight is just another thing added to the list of mis-steps by ZOS.

PC was 5 days early for collectors edition digital
4-5 days for PC collectors edition non-digital
3 days for digital pre order
0 days for no preorder
That caused no issues by comparison for log-ins
It wasn't perfect but I don't recall as many issues getting online the first days
Earlier I did manage to log in for 20 min or so, but I had other things to do so I couldn't really play. It was empty, no matter where I went there was no one around.

PC didn't have 20 on launch. They had more than 3, and they also had too many on launch, which is why they scaled down.
They can reuse the names but that doesn't mean there is anything that carries over from PC.
