NPC Town In Ebonheart Pact?

So Im working one some Legerdemain stuff and there is an absolutely great pickpocketing place in the AD zones at Thormar. Tons of Npc's its a great place to level. I was wondering if anyone has a similar location somewhere in the Ebonheart territory. Ive done a great deal of looking and cant seem to find anywhere?
