Curious about the Thieves' Guild Quest Scope

The Mage's Guild and the Fighter's Guild both have questlines that are contained within a player's faction. While the story is the same in every faction, each alliance has the same guild characters and each faction presents the story to players in their own locations. I find myself wondering how the Thieves' guild will be implemented?

Will ZOS have new guilds contained within starter Zones, establishing each guild in every faction? Perhaps ZOS will have the quest span the entirety of Tamriel so that only players who have run through Silver and Gold are able to complete certain quests from that Guild story line.

What do you think would be a more effective? How do you think new Guilds will be implemented?

    Maybe as a DLC with a "hub" (thieves guild hideout) in this new location that sends you to old zones to steal/kill?

    Pure speculation, but that is how I think they would handle incorporating old with new, and not totally eff up continuity.

    Probably the same way as the mages and fighters guild. I don't think the those organizations will pay much heed to the alliance's either, for they already exist outside of the law.

    I think they are the same way as Mage and Fighter guilds. Btw, own story lines for both of them was confirmed over 1 year ago.

    So ZOS will have to add representatives in each faction for those guilds? So the core group of zones for each alliance will always remain segregated from one another in this way I guess.

    What do you guys think of a Guild whose quest line is divided between the factions? To where the player must visit npcs in different zones in different alliances to progress? This would require a player to have completed Silver and Gold to progress.

    I really hope they err on the side "Lets give players randomly generated repeatables, perhaps with randomly generated environments" instead of "Lets give players 8 quests and then completely ignore that this guild is a thing forever" as they did with the fighters/mages guild.
