Coming back from a break to 5k+ ping

I've recently come back from an eso break. I've been playing other online games for a while and had an itch to play eso again.
I log in and one of the first things I notice is that the music keeps cutting in and out, and actions that I take that normally had sound don't play til ~30 seconds to a minute after the action has been taken, then it's just a *** of sounds overlapping each other. I then logged onto another character and ran for a while. The scenery and NPCs weren't loading, then I was kicked to a loading screen that was endless.
I closed the game and restarted it. The first character I log onto I check the ping with (I have an addon that shows it). It seems fine, 300 ping is about normal for online games for me. The next thing I know is that it's at 4,800+ and I can't do anything at all. I can't even type in guild chat.
I don't run the game with the launcher in the background, and I've tried this "fix":
https://www.youtube.com/watch?v=iOqRVTXbq2M. Other online games are fine and my internet connection is as normal as it can be for the middle of nowhere Australia (just tested my speed and these are the results http://www.speedtest.net/my-result/4388610659. That's about normal).
Nothing is working and I'm really wanting to play. If anyone has any help I'd very much appreciate it. I can't even feed my horses without getting kicked.

✭You've done a tracert while this is happening to prove it's not a routing problem, yes?
