DK Mountain's Blessing Minor Brutality not working

The passive in the earthen heart line for DK used to put Mountain's Blessing in your active effects and would increase weapon damage 5% as the description states.
When I activate earthen heart abilities, I get no active effect, and I get no weapon damage increase. I do not receive minor brutality from any other sources. Mountain's Blessing WAS working within the last few days. Monday patch may have broken it.
