According to the last poll, the vast majority of players are in the low 100's or less with CPs. Remember, a large number of players started with 70 CPs because of the VR characters they had already leveled.
I don't know if there is a real cap on CPs on a daily basis, other than time. I don't go tend to play a lot on my VR's when I am not enlightened, but on a good day, with enlightenment I get 3 or 4 CPs in a long session. I don't think I could play longer than that. However, most days, I get 1 or 2 CPs in a session. I think that is the case for most people taking the poll reports into account, plus what they may have been given to start with.
But, CPs are not as important at this stage as VR Ranks are as far as prowess. So, the real question to ask, is how long will it take to gain VR14? A low VR character would need a ton of CPs to be more powerful than a VR14 with some CPs geared up would be.

Yeah I feel ya. Our argument was towards low lvl pvp and noob stomping as far as low lvl pc transfers with cp and crafted gear completely noob stomping new guys and killing pvp for people before they have a chance to enjoy it. And thus killing pvp. I logged on yesterday and people just in chat talking about how they can't wait to ruin the game for new players on console. More of a debate as how long eso lasts on console when fresh players realize they will never be on an even playing field as the pc transfers. Years worth advantage. I don't think a lot of people are aware of this yet I can't wait to see forums when console drops
