Console Account questions

I have a question regarding console accounts, in particular for the Xbox One. I should also note I haven't purchased one yet, my question is based on the use of a 360 with a Xbox Live account.

When purchasing previous games the games were locked to the console. This meant anyone who logged in on the console has use of the full game for downloaded games. Also, anyone who had possession of the disc had full use of the game. Each person has their own set of saves and don't have to share another persons characters as long as the play on the console that purchased it or they have possession of the disk.

Since ESO is B2P will this mean the disc or downloaded game is locked to the first person (Xbox live account) that uses it or will it be locked to the console so anyone who uses the console be able to make their own account (ESO account) and play under the separate account with their own set of character slots?

I suspect I know the answer to this but I think it should be spelled out for the folks that are use to buying a game vs purchasing access to a game.

Edit: In other words, Is it conceivable that someone would have to buy 5 copies of the game if 5 people regularly use the same console?

    One game key can only be registered to one person's ESO account.

    5 people will need 5 accounts with 5 games redeemed on them. Regardless of how many consoles you are using

    I'm an Xbox Ambassador and would suggest that you post in the Xbox supportt forums.

    Generally speaking the Xbox 360 does not function or handle saves, games, etc in any similar way to the Xbox one
    *I also don't believe your understanding of Xbox 360 digital games is accurate as of today.

    On Xbox One
    -anyone can play the disc if they have an account as long as the disc is in the drive and the game is installed and updated
    -digital games are linked to the Xbox live account that purchased the game. You can set your Xbox one as your "Home" Xbox and allow others to play digital games you purchased that are also installed on that particular Xbox one (limited to one machine)

    So no the game isn't locked but rather "owned" by the account just like PC. You can opt to allow others to play using their account if they set up an ZOS account which is prompted when starting the game on consoles. (If the console is your home Xbox )

    Games are not "locked" to a machine on Xbox one. The installation of a game is required on any machine but if an Xbox profile owns a digital game, they can log into any machine and play it or download it and play it.

    To me "locked" is laymen terms for "Home" when it comes to an Xbox. For example I purchase and download Sonic on my "Home" Xbox with my Xbox live account, anyone who logs in on my Console has access to the full game regardless which account they log in under. If I download Sonic on someone else's Xbox I can log in and still play the full game, but if they log in they only get the demo version.

    So to rephrase my question

    If I Download ESO with my account on my "Home" Xbox; Do Guest accounts (son, daughter, or wife) on my Home Xbox have full access to the game with their own set of Character slots? Or do each of us have to purchase the game to have our own set of slots?

    I understand that is definitely a yes if we each have our own "Home" Xbox (one in each room) . My question is for if we only have a family console in the living room, for example.

    Anyone other than yourself has to have a real account. Not a guest account, Xbox live gold (unless you're sharing that too) and link/setup an account with ZOS. It's ambiguous but seems to suggest a copy can't be shared but obviously a disc can so I assume digital can be shared just like other online gold multiplayer games.
