Healing question

When i cast Illustrious healing at heals non crit for 1129 but when I look at the tooltip its says it heals for 1214? Isnt that the minimum? Or doesnt it work that way?
I thought I could heal higher then the tooltip not lower?! Or maybe im looking at it the wrong way ^^

2. Do you have champion points in resistant (red), which is rumoured to be bugged and reducing crit heal values as well as dmg?0 -

Yeh, I think it was because I was in croco. Dont got champ in res.
(Did you have 1214 points of health to recover? Or some multiple of that? Maybe the last tick did not need the full 12140
