Okay so... does that mean what I think it means? All passives are up for grabs it sounds like and you can mix and match? Like an Orc with magicka regen and spell power buffs maybe? Or maybe just able to respec your race completely?

It sounds more like they will allow you to respec your racial passives to a different races passives. But I think either or would be greatly appreciated by most players.

(Might actually be interesting for ZoS to earn money so people choose a race for appearance and later buy race change for the passives). Since I really love my Redguard DK but I need the Dunmer passives but I don't really like their appearance.
But that's probably not going to happen.
We can dream, though.
