Yes Imperial has strong passives, but for some playstyles and goals Altmer or Breton could be far superior.Imperial is largely regarded as the superior race in ESO given the passive abilities. What is the only way to be able to play as an Imperial?... That is right, you had to purchase the Imperial Edition of the game which had a higher price tag. This is the definition of P2W (paying money to get a statistical advantage)... ZOS either needs to balance all passives, or give everyone the option at any time to change their race to imperial for free.

Could you maybe list why they have an edge over others? Is it just some type of min / max issue, or a real gamebreaker?
I play Breton and Redguard and find them sufficient. That said, I pick my race and class because of the immersion and story I have in mind and not because of their stats

It's a trade off. Every race has it's strength and weakness. HP is imperials strength. You're pointing out imperial strengths and every other races weakness.
I could just as easily point out imperials weakness and other races strengths.
